Code of Conduct

Reaffirming the purpose, values and principles of the Dialogue of Civilizations – Research Institute (DOC-RI) as enshrined in its foundation documents, and the importance for the DOC-RI to achieve its objectives;

Recognizing that it is imperative for DOC-RI to cultivate and nurture a culture of open dialogue and integrity and thereby enhance the trust in, and the credibility of DOC-RI;

Acknowledging that in DOC-RI’s and its predecessor’s (i.e. the World Public Forum – Dialogue of Civilizations’) work of fostering real dialogue since 2002 in the most critical areas of contemporary politics and other global issues, there has never been an instance where its independence, impartiality and integrity has been questioned as a result of anything done by its personnel or anyone invited to moderate or speak at any events that have been organized by DOC-RI or its predecessor (i.e. the World Public Forum – Dialogue of Civilizations); and

Continuing DOC-RI’s and its predecessor’s (i.e. the World Public Forum – Dialogue of Civilizations’) rich traditions of academic discourse, respect for human dignity, the cultivated forum of free and open speeches which are always directed to promote equal and respectful dialogue between representatives of different civilizations;

This Code of Conduct (this Code) sets out the values and principles to guide the conduct and behavior of DOC-RI personnel and those who are invited to moderate and speak at any events organized by DOC-RI.

VALUES

Independence

DOC-RI personnel shall maintain their independence and shall not seek or receive instructions from any government or from any other person or entity external to DOC-RI and shall refrain from any action which might bring DOC-RI’s independence, impartiality and integrity into question as DOC-RI personnel are responsible only to DOC-RI.  Recognizing the purpose of DOC-RI to foster dialogue, the moderators and speakers at any event organized by DOC-RI shall be expected to be independent bearing in mind (a) that overall objective is to foster dialogue and therefore nothing should be said or stated which would not foster dialogue, and (b) saying or stating anything which brings DOC-RI’s independence, impartiality and integrity into question will not achieve the purpose of DOC-RI.

Loyalty

Loyalty to the purpose, values and principles of DOC-RI is a fundamental obligation of all DOC-RI personnel. They shall be loyal to DOC-RI and shall, at all times, discharge their functions and regulate their conduct with the interests of DOC-RI only in view.  Loyalty to the purpose, values and principles of DOC-RI is a fundamental to achieve the objectives of DOC-RI and all speakers are expected to adhere to them.

Impartiality

DOC-RI personnel, in the performance of their official duties, shall always act with impartiality, objectivity and professionalism. They shall ensure that expression of personal views and convictions does not compromise or appear to compromise the performance of their official duties or the interests of DOC-RI. They shall not act in a way that unjustifiably could lead to actual or perceived preferential treatment for, or against particular individuals, groups or interests.  Speakers invited to any DOC-RI event are expected to state their views with impartiality, objectivity and professionalism acknowledging (a) that overall objective is to foster dialogue and therefore nothing should be said or stated which would not foster dialogue, and (b) saying or stating anything which brings DOC-RI’s independence, impartiality and integrity into question will not achieve the purpose of DOC-RI, with the moderators expected to moderate each event to achieve the same.

Integrity

DOC-RI personnel shall maintain the highest standards of integrity, including honesty, truthfulness, fairness, and incorruptibility, in all matters affecting their official duties and the interests of DOC-RI.

Speakers invited to any DOC-RI event are expected to state their views with highest standards of integrity, including honesty, truthfulness, fairness, and incorruptibility, whist bearing in mind at all times that (a) that overall objective is to foster dialogue and therefore nothing should be said or stated which would not foster dialogue, and (b) saying or stating anything which brings DOC-RI’s independence, impartiality and integrity into question will not achieve the purpose of DOC-RI, with the moderators expected to moderate each event to achieve the same.

Respect for human rights

DOC-RI personnel shall fully respect the human rights, dignity and worth of all persons and shall act with understanding, tolerance, and sensitivity and respect for diversity and without discrimination of any kind.

Speakers invited to any DOC-RI event shall fully respect the human rights, dignity and worth of all persons and shall act with understanding, tolerance, and sensitivity and respect for diversity and without discrimination of any kind, with the moderators expected to moderate each event to achieve the same.

PRINCIPLES

Conflict of interest

DOC-RI personnel shall arrange their private interests in a manner that will prevent actual, potential or apparent conflicts of interest from arising, but if such a conflict does arise between their private interest and their official duties and responsibilities, the conflict shall be disclosed and resolved in favor of the interests of DOC-RI.  Similarly if a conflict of interest arises in the case of any speaker or any moderator, that conflict shall be disclosed to DOC-RI and resolved in the interest of DOC-RI bearing in mind its purpose.

Abuse of Authority

 DOC-RI personnel shall not use the authority entrusted to them, in particular by taking advantage of colleagues, beneficiaries or other individuals or groups, for financial, political or other gain.  Any speaker or any moderator invited to any event organized by DOC-RI shall similarly not abuse his or her authority in any way.

Gifts, honors, favors or other benefits

DOC-RI personnel shall not solicit or accept gifts, honors, favors and/or other benefits from sources external to DOC-RI which may bring into question their independence, impartiality and integrity, unless the acceptance of such gifts, honors, favors and/or other benefits is pursuant to applicable policies and regulations.

DOC-RI resources

DOC-RI personnel shall only use or allow the use of DOC-RI’ resources, directly or indirectly, including its property, for authorized purposes.  Similarly, any speaker or moderator invited to any event organized by DOC-RI shall only use DOC-RI resources for authorized purposes.

Confidentiality of information

DOC-RI personnel shall not use information that is not generally available to the public, for private gain, financial or otherwise, to benefit themselves, or others with whom they have personal, family or other ties, nor shall they disclose such information to anyone without authorization – this duty continues to apply after the expiration of their service with DOC-RI.  Similarly, if any speaker or moderator invited to any event organized by DOC-RI comes into possession of information which is not generally available to public because of their engagement with DOC-RI or otherwise that relates to DOC-RI, they will notify DOC-RI and return or destroy such information as DOC-RI requests and shall they not disclose such information to anyone other than to a DOC-RI personnel.

Post-employment/Post Speaking Engagement

DOC-RI personnel shall not act in such a manner as to take improper advantage of their official functions and positions, including privileged information obtained from such functions and positions, when seeking employment or appointment after leaving their service with DOC-RI.  Similarly, any speaker or moderator invited to any event organized by DOC-RI shall not act in such a manner as to take improper advantage of their engagement with DOC-RI when seeking other engagements or other opportunities before, during the engagement or after such engagement.

APPLICATION OF THIS CODE

This Code of conduct will be applicable to all DOC-RI personnel, all moderators and all speakers to any event organized by DOC-RI.  .

For the purposes of this Code, DOC-RI personnel includes DOC-RI staff and related personnel such as DOC-RI volunteers, personnel or employees of DOC-RI entities or individuals who have entered into a cooperative arrangement with DOC-RI (including interns, international and local consultants as well as individual and corporate contractors).The values and principles contained in this Code shall, to the extent relevant, be reflected in the applicable standards of conduct provided for in the relevant Staff Regulations and Rules, and other relevant issuances of DOC-RI, including the obligation to report any breach of the Organization’s regulations and rules to the officials whose responsibility it is to take appropriate action.
