Debating Security Plus is an internet platform where international security experts from think tanks and international organisations such as the European Commission and NATO discussed topics related to global security in an online debate that took place in September 2017.
As part of the debate, the Dialogue of Civilizations Research Institute (DOC) hosted a rapid fire chat on emerging technologies and their impact on security issues, moderated by DOC Senior Researcher Nikita Konopaltsev. Other research team members supported the discussion as junior moderators, keeping the debate active and summarising the results right after the chat, as input to the report and recommendations.
Friends of Europe (FoE) brought together 1700 stakeholders from all over the world, including national governments, international and European institutions, think tanks, media, business and civil society, for a global brainstorm on some of the most pressing security threats. Participants from 122 countries thrashed out solutions to global security challenges, from hybrid warfare and nuclear proliferation to climate change, conflict and mass migration.
This report brings together our top 10 recommendations addressing practical policy goals and shifts in security thinking, which are underpinned by a realistic roadmap for implementation.
- Completing the global convention on terrorism including seeking a “common culture” on counter-terrorism and intelligence, for example through the establishment of a “European intelligence academy.”
- Developing and strengthening the European defence capabilities toolkit, through projects such as the recent signing by 23 Member States of a joint notification on the Permanent Structured Cooperation (PESCO).
- Building national, institutional and community resilience to better withstand hybrid threats, for instance by using models based on the recently launched European Hybrid Centre of Excellence.
- Creating a global cyber convention to set international definitions and rules, which would establish norms on transparency and accountability and set standards on prosecuting offences and legalising responses.
Debating Security Plus is organised by Friends of Europe and supported by the United States European Command (EUCOM), NATO and the European External Action Service (EEAS). FoE is a leading Brussels-based think tank that aims to stimulate thinking on key global and European political issues.
